Lobbying 101: Yes You Can!

Nonprofits should actively engage in advocacy and lobbying to help advance their charitable mission and/or to advocate for the members and communities they serve. However, nonprofits have very strict and confusing limits on lobbying and the political activities they can engage in. Many organizations do not know the difference between what is permissible lobbying and advocacy activities, and what partisan political activities that are strictly prohibited are. This is widely misunderstood and many nonprofits needlessly limit their participation over critical legislation that can advance their cause. 
 
In this session, we will cover topics such as the following:
 
-Advocacy: what exactly is permitted?
-Lobbying vs. Political Activity
-Grassroots Lobbying
-Is it necessary to hire a lobbyist?
-Internal Revenue Service Rules and Reporting Requirements
-The Expenditure Test
-State Rules & Reporting Requirements
-Access to legislators & representatives
 
You will leave this session with a clear understanding and working knowledge of lobbying and the rules and regulations surrounding it, and the steps you can take to advance your cause.

Kathy Drea
Vice President, Advocacy
American Lung Association of the Upper Midwest, Serving Illinois, Iowa, Indiana, Wisconsin, Minnesot

Kathy has been involved with lobbying for 12 years. She has had many major lobbying achievements in Illinois dealing with tobacco and smoking. She coordinated a statewide campaign to increase the cigarette tax, and allocated $190 million for prevention and cessation. She also coordinated a statewide effort to reverse the preemption clause in the Illinois Clean Indoor Air Act. This was a multi-year project that gave local municipalities authority to regulate smoking in public places. She has supported and worked in a leadership position in 60 local smoke free campaigns to pass 42 local smoke free ordinances, and through her efforts she helped pass the Smoke Free Illinois Act. Kathy holds a BS degree in education.

Executive Director
Arts Alliance Illinois

Ra is an artist and arts advocate with extensive experience in public policy and the congressional arena. As executive director for one of the premier statewide advocacy organization's in the nation, he oversees research, capacity building and communication efforts to advance widespread support for the arts and arts education in Illinois. Prior to joining the Illinois Arts Alliance, Ra served for six years as a senior staffer for U.S. Representative Jan Schakowsky (IL-9). Ra serves as Chair of the Evanston Ethnic Arts Festival and is a member of the board of directors for Mikva Challenge. He was selected as a fellow for the 2005 class of Leadership Greater Chicago and holds a Bachelor of Arts from Southern Illinois University.
