Elliot is a consultant with over 20 years experience. He is involved in Homeland Security in a number of capacities. He spent 5 years with the Department of Homeland Security as part of FEMA’s Operations directorate. He served as watch officer in FEMA Region III for 4 hurricanes in 2004, served in the gulf in the aftermath of Hurricanes Katrina and Rita and served as an operations planner for Hurricane Ernesto in 2005, analyzing contingencies for the FEMA Administrator, the Homeland Security Secretary and POTUS. He also served as DHS’ State Liaison Officer to DC for numerous National Special Security Events, including the state funerals for Presidents Reagan and Ford. He has served on four Department of Homeland Security Task Forces on the National Homeland Security Target Capabilities List, including three focused on Long Term Recovery capabilities. Elliot also serves as an emergency responder in such capacities as the volunteer Disaster Planning Chair of the American Red Cross of the National Capital Area. Elliot is certified as an Outdoor Emergency Care Technician by the National Ski Patrol and is certified as a First Responder by the Commonwealth of Pennsylvania.
Balchander manages grant projects related to emergency preparedness planning for citizens and businesses. Currently, he directs a project to train staff of organizations that provide services to seniors, people with disabilities and other special needs. Recently, he led the development and delivery of over 20 scenario-based preparedness exercises targeting DC residents and businesses. He was also the principal developer of an innovative national project for FEMA that provides an online planning framework for service provider organizations to develop emergency plans. He was responsible for the curriculum, software development, pilot testing, and dissemination. Balchander also spearheaded the efforts of Inclusion Research Institute to increase employment opportunities and improve the delivery of related services to people with disabilities. He has worked with both employment agencies and health agencies that provide support services through his work on several workforce grants. Previously, he worked as the Program Manger of YouthBuild, a GED and job training program for youth who had dropped out of high school. He started his career in Washington, DC as a Legislative Aide on the personal staff of a U.S. Senator after completing his education at the University of Kansas.
Dvijapatni has been involved in the American Red Cross Preparedness and Health & Safety programs for three years. In her current position, she is responsible for ensuring that all Health & Safety programs are run according to standards of the American Red Cross. She is responsible for promoting the importance of business preparedness and maintaining the CPR training program. She also develops and maintains relationships with the Arlington community and local businesses and organizations to facilitate the support of the Arlington Chapter. She earned a Bachelors in Social Work from the University of Maryland Baltimore County and she is a member of National Association of Social Workers and Toastmasters International.

By Metro: The Carnegie Endowment for International Peace is located on the Metro Red Line at the Dupont Circle Stop. It is within a 5 minute walk from the Metro Station to the meeting venue. As you exit the station you will be at Q Street, NW and Connecticut Avenue, NW. Turn right on Connecticut and cross into the Circle. Exit the Circle on Massachusetts Avenue, NW and the Carnegie Endowment will be approximately 2 blocks down on the left.
By Train: If you are traveling by train, you will arrive at Union Station where you have two options to continue. You can take a taxi for the approximate cost of $15 or you can take the Metro Red Line to the Dupont Circle Stop. As you exit the station you will be at Q Street, NW and Connecticut Avenue, NW. Turn right on Connecticut and cross into the Circle. Exit the Circle on Massachusetts Avenue, NW and the Carnegie Endowment will be approximately 2 blocks down on the left.

From North, I-95 Take Interstate 95 south to Interstate 495 (Capital Beltway) towards Silver Spring/Northern Virginia. Once on I-495, take exit 33, Connecticut Avenue. You will head south on Connecticut Avenue. Stay on Connecticut Avenue until you come to Dupont Circle. Enter the Circle and take the Massachusetts Avenue Exit. The venue will be approximately 1 block down on your left. From Northwest, I-270 Take Interstate 270 to Interstate 495 (Capital Beltway) towards Silver Spring. Once on I-495, take exit 33, Connecticut Avenue. You will head south on Connecticut Avenue. Stay on Connecticut Avenue until you come to Dupont Circle. Enter the Circle and take the Massachusetts Avenue Exit. The venue will be approximately 1 block down on your left.
From West, I-66/Rt. 50 Interstate 66 and Route 50 both connect with the Theodore Roosevelt Bridge. Take I-66/Rt. 50 towards Washington DC. Go across the Theodore Roosevelt Bridge. Once you cross the bridge, exit left at E Street. From E Street, take the Virginia Avenue exit. Bear left, following signs for 23rd Street, NW. Make a right turn onto 23rd Street. At the first traffic circle, take the 2nd exit onto New Hampshire Avenue, NW. Stay on New Hampshire until you come to Dupont Circle (second traffic circle). Take the 3rd exit onto Massachusetts Avenue, NW. The venue will be on the left.
From South, I-95 Take Interstate 95-N to Interstate 395-N. Take 395-N into the District. Continue onto US-1 N (following signs for 14th Street/National Mall). Continue onto 14th Street, NW. Stay on 14th Street, NW. At the first traffic circle, exit onto Massachusetts Avenue, NW. At the second traffic circle (Dupont Circle), continue straight to stay on Massachusetts Avenue, NW.
